Help save 5,800 wild acres of forest habitat in the central Pennsylvania Wilds from being turned into the largest dump east of the Mississippi. The proposed Rush Township I-80 Interchange is critical to the success of the Resource Recovery Landfill. Although RRLLC has threatened to use local roads to access their proposed landfill, they have submitted the permit application designating I-80 as the haul route. RRLLC needs approval from the Federal Highway Administration (FHWA) in order to construct their interchange.

RRLLC has been trying to secure approval for their I-80 Interchange since August 2004. After numerous requests for additional and missing information, PennDOT finally submitted RRLLC's Point of Access study (POA) to FHWA on December 14, 2006. On January 25, 2007, FHWA notified PennDOT the POA failed to satisfactorily document all requirements outlined in the Federal Interstate System Access Policy. The proposed interchange is not consistent with local land use and transportation plans.

No doubt RRLLC will continue to pursue the Interchange. We must let our federal legislators know there is absolutely no public need for an interchange between the existing Snow Shoe and Kylertown exits.

We need Senator Specter, Senator Casey, and Congressman Peterson to say NO to the INTERCHANGE TO NOWHERE! One of our PPC members has 40 years of experience of working "on the Hill." He knows that to catch the attention of a federal legislator they must hear from hundreds of their constituents on an issue. If every visitor to this site sends these letters and prints an extra set for a friend or neighbor to send that would definitely catch their attention!

The 5th District, the largest in Pennsylvania, encompasses some or all of the following 17 rural counties: Cameron, Centre (all), Clarion, Clearfield, Clinton, Elk, Forest, Jefferson, Juniata, Lycoming, McKean, Mifflin, Potter, Tioga, Venango, Warren. In March of 2006 RRLLC struck out again with their second attempt to push the I-80 Interchange through the Centre County Metropolitan Planning Organization (CCMPO). In order for their Interchange to move forward through the approval process, it would need to be included in Centre County's Long Range Transportation Plans (LRTP).

At their March meeting, the CCMPO voted to defer consideration of this Interchange until if and when RRLLC receives approval from the DEP for their proposed landfill. We thought this was a wise, logical decision. If the landfill does not get a DEP permit who will use this "Interchange to Nowhere?" The answer, to date, is "No one."

RRLLC says that leaves them with no choice but to use state and local roads as the access route to the dump. That is not true.

There is another choice-- RRLLC could give up and leave. It is obvious their project is not welcome in Central Pennsylvania. However, that is not likely to happen. At this point RRLLC is threatening to use state and local roads as the access route to the dump. In order to do this they will have to build a "private driveway" across the Snow Shoe Township portion of the CLOG parcel which will require the issuance of a Highway Occupancy Permit (HOP) from PennDOT. Please let PennDOT know you oppose the issuance of an HOP for state and local road use for this project.

RRLLC wants to build a an Interchange off I-80 midway between the Snow Shoe and Kylertown exits at Milepost 140. Although Rush Township is promoting this interchange request as an economic development need, even without the dump, we all know the truth-- The only need for this interchange is to enable RRLLC to truck millions of tons trash into central Pennsylvania.

In 2005 the Centre County Board of Commissioners and the Centre County Metropolitan Planning Organization (CCMPO) determined the proposed interchange and dump are inconsistent with local land use, future county plans, and long-range transportation plans. However, in February of 2006, both Rush and Snow Shoe Townships requested the CCMPO reconsider the I-80 Interchange. At their March 2006 meeting the CCMPO voted to defer the Interchange until if and when the proposed landfill is permitted by the DEP. This Interchange may be tabled for now, but it has not been formally submitted to and/or rejected by FHWA.

In June 2004, WJAC-TV News discovered $8.5 million dollars in the state budget for RRLLC to build and repair 17 miles of rail in Centre and Clearfield counties to service their dump only 2 months after RRLLC incorporated! This line item, which can stay in the Pennsylvania budget for six years waiting for approval. After faxing thousands of signatures to the Governor's Office since July of 2004 opposing state funding for this project, we received a reply to our petition. The Governor's Office has informed us that the Resource Recovery project could be eligible for the Transportation Assistance Program and has been considered for possible State Redevelopment Assistance grants.

We recently heard there will be no state funding for this project (The Progress, October 4, 2005 Click here to read article). Although requested, we have not yet received a letter verifying this from the Governor's office.

In May of 2004 an outside developer, Resource Recovery, LLC (RRLLC), approached Rush and Snow Shoe Townships about siting a massive landfill and incinerator on a 5,800-acre parcel of land that straddles both townships. Snow Shoe Township rejected the offer, but Rush Township signed on. Since that time RRLLC has had several pre-application meetings with the DEP in preparation for submission of their application to build and operate a massive landfill 5 miles from Snow Shoe Borough and just 3 miles from Moshannon.

All across America, a burgeoning multi-million dollar waste management industry targets small rural communities that lack protective zoning. They descend upon the local citizenry armed with a mixed bag of weapons-- manipulation of environmental laws through political influence, enormous financial resources, an intimidating phalanx of lawyers, and the promise of big bucks. They buy, coerce, threaten and bully, seduce and entice, and eventually force their will on the local population. In Pennsylvania, the citizens share an undue burden for the disposal of the nation's waste with the importation of about 11 million tons of out-of-state garbage-- more than any other state.
